Add water, salt, and pasta to the Instant Pot’s inner pot. Pressure cook on high for 4 minutes. Drain pasta saving 1/2 cup of the pasta water.
Sauté shallots and garlic in olive oil. Add tomato paste and cook for 5 minutes, stirring frequently. Next, add in vodka and cook for 2 to 3 minutes.
