Prep: Preheat oven to 350°F or air fryer to 320°F. Slice dinner rolls horizontally as one slab.
Base layer: Place bottom rolls in baking dish, spread garlic chutney evenly.
Add filling: Spread pav bhaji over chutney, top with chopped onions and bell peppers.
Cheese layer: Add cheese slices, then sprinkle mozzarella on top.Sprinkle pav bhaji masala .
Top and butter: Place top rolls over filling, brush with butter cilantro mixture.
Bake: Cover with foil, bake 10 minutes, remove foil and bake 5 to 6 minutes more until cheese melts.
